Mass incarceration is the civil rights crisis of our time, and the key to fixing it is to start right here in Portland by making policing and our legal system fairer, more responsive, and more transparent for victims, justice-involved people and our communities.
Bottom Line for Portland
We helped lead youth sentencing reform so Oregon will no longer send children to prison for life. We overturned wrongful convictions for two innocent clients. We defended protesters’ rights against harm by police and far-right groups. We provided services to more than 400 immigrants and expanded services for incarcerated women.

“Free Hot Soup has been providing meals and comfort to houseless and food-insecure folks for over seven years. Last year, the city of Portland began trying to shut down our services. OJRC leaped to our rescue with legal support and guaranteed we could continue to serve meals downtown, and vital services could continue to our most vulnerable population.” —Janice Leber, volunteer with Free Hot Soup
