CAT’s mission is to educate and empower tenants to demand safe, stable, and aﬀordable housing. CAT believes that housing is a fundamental right, and is the basis of a strong and healthy community.
Bottom Line for Portland
Oregon’s eviction moratorium and 60-90 day Safe Harbor period, temporarily prevented evictions and extended the period under which renters must repay landlords. But as the pandemic continues, tenants remain unable to pay their current and past due rent, putting more than 125,000 Oregon households at risk of eviction. We work with multiple public and community partners to empower renters through education, organizing, and self-advocacy, as well as providing support in applying for and delivering Tenant Emergency Rental Assistance funds.

CAT is an inclusive multicultural social justice organization for tenants and by tenants. Diversity, equity, and inclusion are at the center of our work and our mission as we build a strong housing justice movement led by those who are most impacted by Oregon’s affordable housing crisis. CAT believes that the people who are closest to the problems possess the greatest wisdom to find and advocate for solutions. CAT is committed to working with low-income tenants, particularly those individuals who are Black, Indigenous, Latinx, Asian, immigrants and refugees, living with disabilities, elderly, and LGBTQ.
